Ukraine: thanks to President Poroshenko's veto fuelwood export may still be possible

The Ukrainian President Petro Poroshenko vetoed the Law “On amendments to some laws of Ukraine concerning preservation of the Ukrainian forests and prevention of the illegal exports of unprocessed timber”. The respective note is made on the page attributed the bill No. 5495 on the official website of the Verkhovna Rada.

The website in question provides the public access to the document containing President Poroshenko's proposals on how to amend the law.

In the document, the President noted that the introduction of a fuelwood (HS 4401100000) export ban for a period of 8 years is not consistent with international obligations of Ukraine.

Thus, the President supports the higher liability to criminal proceedings for round timber smuggling and the Ukrainian forests protection. But he does not support the fuelwood export ban that corresponds with neither the Agreement between Ukraine and the EU, nor the country's accession to WTO.

"Therefore, I suggest excluding paragraph 2 of section II of the law of Ukraine “On amendments to some laws of Ukraine concerning preservation of the Ukrainian forests and prevention of the illegal exports of unprocessed timber” while introducing the safeguard measures aimed at the Ukrainian forests preservation that are consistend with Ukraine's international obligations," proposed President Poroshenko in the document mentioned above.

On July 3, 2018, Ukraine’s parliament, the Verkhovna Rada, adopted in the second reading Bill No. 5495 to amend legislation on the preservation of the Ukrainian forests and prevention of the illegal exports of unprocessed timber.
